Col. Gammad currently serves as the private sector representative in the four-member Civil Aeronautics Board (CAB), the agency mandated to regulate aviation commerce and industry in the Philippines. He is also engaged as consultant for business development for United Sustainment Solutions Corporation (USSC) providing products and services for aerospace and defense.
Prior to these, he served in the following capacities: consultant for the Department of National Defense for the Self-Reliance Defense Posture (SRDP) Program; Chief of Staff of the Civil Aviation Authority of the Philippines (CAAP) focusing on, among others, CAAP’s financial system development, introduction of the aviation track in the K-12 education curriculum and Corporate Social Responsibility (CSR) programs; he also served as the Chief Operating Officer (COO) of the Armed Forces and Police Mutual Benefits Association, Inc. the premier life insurance provider for more than 300,000 uniformed service members. He has rendered twenty-eight years of active commissioned service in the Philippine Air Force, the Armed Forces of the Philippines, the Department of National Defense and the Office of the National Security Adviser (NSA).
He graduated from the Philippine Military Academy and from the Philippine Air Force Flying School. He holds a Masters Degree in Political Science from the Australian National University’s Strategic and Defence Studies Centre in Canberra.
